On Tuesday, February 10, 2026, at 3:00 p.m., the House Committee on Crime and Public Safety is scheduled to hear House Bill 2997, legislation introduced by Raychel Proudie.
House Bill 2997, known as BreAnna’s Law, is aimed at holding repeat domestic violence offenders accountable in a way Missouri has never done before. If passed, the bill would require persistent domestic violence offenders convicted after January 1, 2027 to be placed on a public registry. The registry would function similarly to the sex offender registry, with the exception that offenders’ home addresses would not be publicly listed.
The bill is named in honor of BreAnna, who was fatally gunned down on Halloween in 2024 while she was pregnant with twins.
BreAnna’s Law centers survivor safety and public awareness. It recognizes that patterns of abuse matter and that repeat offenders should not be allowed to operate in silence while victims live in fear.
A strong shout out goes to Representative Raychel Proudie for standing up for women and standing on what is right, period. This is leadership rooted in action and responsibility, especially for those whose voices were taken too soon.
