FATHER CHARGED AFTER 3-YEAR-OLD FOUND DEAD OUTSIDE APARTMENT

26-year-old Tarvis Phenix Jr. has been charged with first-degree endangering the welfare of a child following the death of his 3-year-old son.

According to the probable cause statement, officers responded to a missing child call on April 10 at an apartment complex on Forest Park Avenue. The child was later found deceased outside the building after falling from an upper floor.

Investigators say surveillance footage shows Phenix leaving the apartment just before midnight. A short time later, the child was seen wandering alone on the 11th floor before climbing onto a window ledge and falling.

Phenix returned to the building shortly after and went back to his unit.
