Relative to the below incident, officers arrested 31-year-old Brandon Howard for Murder 1st Degree, Assault 1st Degree (2 counts), and Armed Criminal Action (3 counts). Warrants will be applied on at the Circuit Attorney’s Office.

Victim #1: Fred Moore, 28-year-old Black Male from East St Louis
Victim #2: 28-year-old Black Male
Victim #3: 37-year-old Black Female
Officers received a call for a shooting at the Riverfront. Responding officers noted over a hundred vehicles leaving the riverfront upon their arrival to the area.
Victim #1 was found in a vehicle with gunshot wounds and was pronounced deceased at the scene.
Victim #2 suffered a gunshot wound to the abdomen and was taken to an area hospital where he was listed in critical-stable condition.
Victim #3 suffered a gunshot wound to the abdomen and taken to an area hospital where she was listed in critical-stable condition.
The Homicide Division responded and assumed the ongoing investigation.
