35-year-old Justin Welch has been identified as the victim who was brutally gunned down at a North County barbershop. According to authorities, Justin was a customer and was in the process of getting his hair cut when he began to engage in a verbal altercation. The suspect 31-year-old Nolan-Ryan Thomas punched him in the face pulled out a firearm and shot him. He would then attempted to flee the scene but was later apprehended. Authorities also located the gun used during the incident. He is being charged with 1st Degree Murder.
